Section 5(a)(1) of the Occupational safety and Health Act of 1970:  the
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees:
a.  On or about September 24, 2009, at 1600 167th Street in Calumet City,
IL, the employer
allowed a second employee to ride on the front of a Toro Timecutter ZX 525
riding lawn
mower.  An employee was operating a Toro Timecutter Model ZX 525 from the
operator's seat
and a second employee was sitting on the front frame of the lawn mower
using a leaf blower.
The employees were driving around the parking lot blowing grass clippings.
The employee was
exposed to struck-by hazards due to the possibility of being run over by
the lawn mower.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to follow the operation instructions in the Toro Timecutter ZX 525
manufacturer's
manual,
which states "Carry No Passengers."
