employment and a place of employment which were free from
recognized hazards that were causing or likely to cause death or serious
physical
harm to employees in that employees were exposed to:
(a)At the worksite, a Case front-end loader, Model 580m, traveled through
the
construction site with a passenger riding on the vehicle's step and
hanging onto
the vehicle which contained only one seat which was occupied by the
vehicle's
operator.
Among other methods, one feasible and acceptable abatement method to
correct this hazards is
to establish a training program for material handling equipment operators
which
incorporates the
guidelines from The Engineering Society for Advancing Mobility Land Sea
Air and Space
International (SAE), Section J153, May 1987, Surface Vehicle Recommended
Practice. SAE
J153, paragraph 4.3 states "Do not permit riders on the machine if there
is no manufacture's
place for a rider."
