Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to explosion hazards when cutting into an unpurged compressed gas
cylinder:
a)In the scrap area; The employee was operating a Labounty Shear
attachment on
a Komatsu Avance PC4001 C Excavator number A85210 to cut into an unpurged
compressed gas cylinder containing unknown chemical compositions, exposing
the
employee to the hazard of explosion, on or about 06/02/10.
ONE FEASIBLE AND ACCEPTABLE MEANS OF ABATEMENT WOULD BE TO:
Follow the Handbook of Compressed Gases of the Compressed Gas Association,
Inc.
Fourth Edition, Chapter 10 disposition of unserviceable cylinders with
unknown contents
and cylinder decommissioning.
Abatement certification and documentation are required for this item.
