Section 5 (a) (1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which was free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to struck by or crushing injuries from the movement
of vehicles and
equipment.
Pe Ben USA Inc. pipe staging yard east of Ponca City, OK:  On or about
December 23,
2009 and at times prior thereto, employees working on the ground were
exposed to hazards
from the movement of trucks and equipment during the offloading of
pipeline stock.
One feasible means of abatement for this hazard, among others, would be to
establish and
communicate standard procedures to ensure nearby personnel are visually
located and outside
of an established danger zone before moving equipment.
