North Carolina General Statute 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish
employment and a place of employment which were free from
recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that employees were exposed
to fall from hazards:
a)warehouse, an employee fell 11' from a pallet rack. The
employee climbed up the rack in order to reposition a
pallet of antennas that had become wedged in the 18"
space between two racks. The employee did not have on
fall protection, nor did he utilize a portable ladder to
reach the pallet. The employee lost his footing and fell
to the concrete below.
Among other methods, one feasible and acceptable method to abate
this hazard is to install pallet stops on each level of the rack to
prevent pallets from falling off the back of the rack.
