Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

furnish employment and a place of employment which were free from
recognized hazards that
were causing, or likely to cause, death or serious physical harm to
employees in that employees
were exposed to struck-by hazards:
On or about November 17, 2009, and at other times prior thereto, at this
Cargo
Dock No. 9, employees receiving, rigging, and handling barge vessel stores
were
exposed to struck-by hazards while using wire rope load line which had
deteriorated from corrosion.  The load line (wire rope) connected to the
starboard
crane on Barge No. 215 was not visually inspected prior to use, nor was it
kept
lubricated (maintained) while used in highly corrosive conditions
(outdoors, on
a seagoing vessel).
Among others, one feasible means of abatement is for the employer to do the
following in accordance with the Wire Rope Technical Board's Wire Rope
User's
Manual:
a.designate a competent person, who has been provided with training over
inspecting rigging and wire rope, in accordance with Form No. 1 of Appendix
(A) of Part 1918;
b.perform and document maintenance inspections prior to each use for
deterioration
factors, including but not limited to, adequate lubrication and excessive
corrosion;
c.perform visual inspection for proper rigging (e.g. stopper plate,
terminal clip,
number of wraps, etc.)
