Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
a place of employment which was free from recognized hazards that were
likely to cause death
or serious physical harm to employees in that employees were working on
the road and advanced
warning signs were not posted.
Westmont job site:  On August 31, 2010, Employees worked in the traveled
way
where a lane closure was set up without warning approaching road users of
the
lane closure.  Among other feasible and acceptable abatement methods to
correct
this include but are not limited to:
1.Ensure that all employees working in and near
motor traffic work sites are trained in the
requirements of the Manual on Uniform Traffic
Control Devices, Millennium Edition regarding
advance warning to approaching road users.
2.Ensure that a work rule is established that requires advance
warning to road users of a lane closure.
Abatement certification is required of this item in accordance with the
requirements of 29 CFR 1903.19(c)ts
