Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer and a place
of employment which were free from recognized hazards that were causing or
likely to cause
death or serious physical harm to employees were exposed to heat stress:
A. Inside the cooking line corner area where the grill and 6-top stove was
located -
Employees working in extreme heat were exposed to heat stress such as, but
not
limited to heat stroke, heat exhaustion, heat syncope, heat rash and heat
cramps.  Wet
Bulb Globe Temperature (WBGT) measurements taken indicated temperatures of
90.18 to 95.05 degrees fahrenheit.  The estimated metabolic workload was
"heavy"
workload category as correlated with the guidelines established by the
American
Conference of Governmental Industrial Hygienists (ACGIH).  Effects of
exposure to
high temperature include, but are not limited to confusion, nausea,
cramps,
irrational
behavior, vertigo, dizziness, fainting, convulsions, seizures, muscle
spasms, fast and
shallow breathing, heavy sweating or hot, dry skin (no sweating).
One employee was transported to the hospital via personal vehicle on May
7, 2010
and then via ambulance on June 5, 2010 for treatment of heat-related
symptoms.  The
following methods of feasible abatement to correct this hazard are:
1. Install and/or maintain an effective HVAC system with adequate
conditioned air
supply, ventilation and circulation.
2. Use industrial fans for blowing air instead of residential use only
fans.
3. Arrange cooking equipment in better positions to reduce radiant heat
reflection.
4. Implement and follow established guidelines for the prevention of heat
related
injuries, such as those published by the Centers for Disease Control and
Prevention
(CDC), National AG Safety Database (NASD), National Institute of
Occupational
Safety and Health (NIOSH), and the Occupational Safety and Health
Administration
(OSHA). Examples of these feasible and acceptable methods include, but are
not
limited to: 1) Permitting workers to drink water at liberty. 2)
Establishing provisions
for a work/rest regimen, so that exposure time to high temperatures and/or
the work
rate is decreased. 3) Developing a heat stress program which incorporates
the
following at a minimum: a) A training program informing employees about
the effects
of heat stress, and how to recognize heat-related symptoms and prevent
heat-induced
illnesses. b) A screening program to identify health conditions aggravated
by elevated
environmental temperatures. c) An acclimation program for new employees or
employees returning to work from absences of three or more days. d)
Specific
procedures to be followed for heat-related emergency situations. e)
Provisions that
first-aid be administered immediately to employees displaying symptoms of
heat-
related illness.
