North Carolina General Statute 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish
employment and a place of employment which were free from
recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that employees were exposed
to struck by hazards:
a)jobsite, Black Satchel Road, Charlotte, Temporary Traffic
Control (TTC) procedures had not been set up to control
two-way traffic on a one-lane road during construction
work.
Reference the Manual On Traffic Control Devices (MUTCD),
2009 Edition, Section 6C.10, One-Lane, Two-Way Traffic
Control.
Among other methods, one feasible and acceptable method
to abate this hazard is to set up flaggers on each end of
the construction zone.
