Labor and Employment Article, Section 5-104(a): The employer did not
furnish employment and a place of
employment which were free from recognized hazards that were causing or
likely to cause death or serious
physical harm to employees:
(a)Date of Violation:08/21/13
Location:Howard County Landfill at Alpha Ridge, Line A
Condition:Employees worked in a trench that measured approximately 700
feet long, 8 feet 6
inches wide at the bottom, and 5 feet 4 inches to approximately 10 feet
deep in type
"C" soil, having near vertical walls throughout most of the East side, and
was sloped
at 1 H:1 V throughout most of its length on the West side, and the
remaining portion
of the East side of the trench and were not protected from cave-in.
Among other methods, one feasible and acceptable method of abatement to
correct this hazard is for the
employer to ensure the trench is sloped at a 1-1/2 H:IV angle, in
accordance with American National Standard
ANSI/ASSE A10.12-1998 (R2005), Sections 3.1; 3.2.1.1; 3.2.1.2; and 3.2.2.
Abatement documentation (photographs, receipts, copies of programs,
training
certification, etc.)
is required for this item.
