HAR  12-60-2(a)(3):  Every employer shall provide safe work places and
practices by
elimination or reduction of existing or potential hazards.  Elimination of
existing or potential
hazards by design, process substitution, or other appropriate methods is
preferred because it
eliminates the need for further employee protection.  When elimination is
not feasible,
reduction of existing or potential hazards to acceptable levels, using
methods such as
engineering or administrative controls, isolation, or guarding, shall be
promptly used.  When
these methods are inadequate to reach acceptable levels, personal
protective equipment shall
be provided and used.
Baseyard, Wash Station - Employees tasked with washing sweepers, dump
trucks and other
vehicles with treated recycled waste water were exposed to biological
waste products from
garbage, human waste, decaying marine organisms, and other refuse.  The
system's ozone
generator broke down resulting in employee complaints of the recycled
water.
On or about
July 22, 2014, employees wore gloves that were non impermeable and had no
faceshields
when washing the trucks.  Some employees also were not wearing rubber
boots or any
gloves during the washdown.  The condition in its observed state has
resulted in employee
illnesses.  Feasible abatement methods include operating the system within
its design
parameters, ensuring that daily, weekly, monthly and annual checks are
performed, utilizing
work practices that eliminate or minimize employee exposure from
backsplash, implementing
adequate hygiene practices and ensuring appropriate selection and care of
personal protective
equipment.
