29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them): Dobransky Construction Inc, at 13740 Telluride Drive, Broomfield, CO: On and preceding 6/1/11, Dobransky Construction Inc did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. Eldorado Construction Inc was replacing a two story tall home's roof under the direction of Dobransky Construction Inc. Dobransky Construction Inc did not perform an inspection of the worksite and equipment to ensure that employees were not exposed to a hazardous work condition. This condition exposed employees of Eldorado Construction Inc and Dobransky Construction Inc to a fall hazard.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure: Dobransky Construction Inc, at 13740 Telluride Drive, Broomfield, CO: On and preceding 6/1/11, Dobransky Construction Inc did not ensure that each employee engaged in residential construction activities 6 feet or more above lower levels was protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure. Eldorado Construction Inc was replacing a two story tall home's roof under the direction of Dobransky Construction Inc. An employee of Dobransky Construction Inc directed work and provided materials to Eldorado Construction Inc employees while upon the two story roof. Approximate height was twenty five feet above ground level. The employee was not protected by a guardrail system, safety net system, or personal fall arrest system. This condition exposed one employee of Dobransky Construction Inc to an approximate twenty-five foot fall hazard.

Eldorado Construction Inc was replacing a two story tall home's roof under the direction of Dobransky Construction Inc. An employee of Dobransky Construction Inc directed work and provided materials to Eldorado Construction Inc employees while upon the two story roof.
