29 CFR 1926.501(b)(13):     Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor  did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502.  a) In lieu of conventional fall protection the employer did not utilize an alternative fall protection plan nor comply with Appendix E, Subpart M fall protection while employees were engaged or observed engaged in unprotected roof sheeting and perimeter exterior stud wall erection exposed to fall potentials in excess of 19'.

29 CFR 1926.503(a)(1):     The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) Located along various areas of the residential structure employees performed or observed performing roof sheeting and stud wall erection without conventional fall protection or following a fall protection plan adjacent to unprotected sides or edges who were not trained or knowledgeable of the procedures or regulations to be followed to minimize those hazards.
