29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):    Matt Winterrowd dba Winterrowd Exavating & Construction had employees exposed to fall hazards and struck by hazards in the eyes, on a construction site in Effingham, Illinois.  The employer did not have a competent person at the construction site, who was competent in safety rules and requirements, in order to conduct frequent and periodic safety inspections at the construction site.    Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
