29 CFR 1910.147(c)(1):      The employer shall establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative.    a) The company had not established an energy control program to protect employees who were involved with blade and roller changes, unjamming of paper in printing presses, and routine maintenance and servicing of equipment.

29 CFR 1910.212(a)(1):      One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks.     a) In the printing area, employee(s) were exposed to rotating drums on the Ryobi printing press due to no guard in place over the moving parts.    b) In the bindery area, employee(s) were exposed to an ingoing nip point hazard due to no guard in place for the feed rollers on the (2) Baum single sheet folding machines.    c) In the printing area near stitching, employee(s) were exposed to an point of operation hazard due to the hold downs and hole punches not being properly guarded on the Baum paper drill machine.
