29 CFR 1926.417(b): Equipment and circuits. Equipment or circuits that were deenergized were not rendered inoperative and did not have tags attached at all points where such equipment or circuits can be energized:    (a) In power panel L2DL in the dressing room area of the store on or about January 13, 2012, and at times prior thereto, there were no tags on the breakers that were deenergized.  The loss prevention manager for AFFES said these breakers controlled the outlets in section R 9 or the cosmetic area of the store.  In section R 9 or the cosmetic area, there were no covers on several floor outlets, and bare wires were exposed in a few floor electrical boxes where there were no outlets.  The project manager said construction employees worked in the cosmetic section between 9:00 pm and 7:00 am.  The loss prevention manager said store employees remained in the store until about 11:30 pm and store employees that stocked the store arrived at about 4:00 am.  The doors on the electrical panels were not locked.
