29 CFR 1926.106(a): Employee(s) working over or near water where the danger of drowning existed, were not provided with U.S. Coast Guard approved life jacket(s) or buoyant work vest(s) OR in the alternative 29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502. Floating Home Project, Tomahawk Island- (a) Workers on the floating home's unguarded 2nd floor sun deck were not protected from falls of 9' 8" and were not wearing buoyant work vest while installing "deck curbing" exposing them to falls onto the dock below or into the Columbia River.
