29 CFR 1910.132(a):     Protective equipment was not used when necessary whenever hazards capable of causing injury and impairment were encountered:     On or about 03/22/12 CSHO observed employees working at ground level during tree trimming operation with no head protection system in place, i.e. hard hats. In addition, employees were not wearing eye and or face protection and or gloves.
