29 CFR 1910.147(c)(4)(ii)(B):  The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy:    56274 Highway 84, Hartington, NE 68739 (Site-Wide):  The employer did not have lockout procedures that were specifically identified for the control of potentially hazardous energy when employees are engaged in lockout activities or other activities where lockout would be needed in order to perform the task. An employee was performing the task of cleaning out screens on the Stage 1 Washer. The employee had unplugged a washer pump instead of a heater and had received an electrical shock.    Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed.
