29 CFR 1926.451(g)(4)(ix):     Midrails, screens, mesh, intermediate vertical members, solid panels, and equivalent structural members of a guardrail system shall be capable of withstanding, without failure, a force applied in any downward or horizontal direction at any point along the midrail or other member of at least 75 pounds (333 n) for guardrail systems with a minimum 100 pound toprail capacity, and at least 150pounds (666 n) for guardrail systems with a minimum 200 pound toprail capacity:    At the Jobsite - The guardrails on the scaffolding were not capable of withstanding a force applied in the downward or horizontal direction of at least 75 pounds as the railing did not suport  the force of an employee leaning against it.  The railing "gave way" resulting in the employee falling approximately 11'.

29 CFR 1926.600(a)(3)(i):     Heavy machinery, equipment, or parts thereof, which are suspended or held aloft by use of slings,hoists, or jacks shall be substantially blocked or cribbed to prevent falling or shifting before employees are permitted to work under or between them. Bulldozer and scraper blades, end-loader buckets, dump bodies, and similar equipment, shall be either fully lowered or blocked when being repaired or when not in use. All controls shall be in a neutral position, with the motors stopped and brakes set, unless work being performed requires otherwise.    Jobsite - The forks of the tractor were left in the raised position while it was unattended.
