29 CFR 1926.760(a)(1): Except as provided by paragraph (a)(3) of this section, each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level shall be protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems or fall restraint systems.    Employees engaged in the installation of standing-seam-roofing were not protected from falling by appropriately deployed fall arrest systems. Employees were exposed to a fall hazard of up to nineteen feet to the ground below.

29 CFR 1926.761(b)(2): All employees exposed to fall hazards must be trained and instructed in the use and operation of guardrail systems (including perimeter safety cable systems), personal fall arrest systems, positioning device systems, fall restraint systems, safety net systems, and other protection to be used.    Employees performing work installing the sheet steel roofing were not trained how to utilize the fall protection equipment they had been issued. Employees were exposed to a fall hazard of up to nineteen feet to the ground below.
