29 CFR 1926.451(c)(2)(i):     Footings were not level, sound, rigid and capable of supporting the loaded scaffold without settling or displacement:  (a)(IDENTIFY LOCATION(S))(HOW HIGH)(WHAT DID NOT COMPLY)(DESCRIBE HAZARDS WHERE NECESSARY)      At the site, the footings for the pump-jack scaffold were located in muddy/watery areas where the ground was not stable. This was observed in four instances;    a) North Side of house, east corner at residential construction site;    b) North side of house, west corner at residential construction site;    c) South side of house, east corner at residential construction site;    d) South side of house, west corner at residential construction site.

29 CFR 1926.452(j)(2):     Poles were not secured to the structure by rigid triangular bracing or equivalent at the bottom, top, and other points as necessary.      At the site, employees were working from pump jack scaffolds that were not held in place or supported by any means that would offer added stability or rigidity.    a) Observed on Northwest brace of scaffold;    b) Observed on Northeast brace of scaffold;    c) Observed on Southeast brace of scaffold;    d) Observed on Southwest brace of scaffold.
