29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as follows: At the job site 9920 E. Harry, Wichita, Kansas, employees were working from a framed scaffold that was not fully planked on the working level. Employees were exposed to a fall hazard of approximately 16 feet to the concrete surface.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. At the job site, 9920 E. Harry, Wichita Kansas, employees were working from the 3rd section of a framed steel scaffold and a fall protection system "railings" were not in place. Employees were exposed to a fall hazard of approximately 16 feet from the top working section to the concrete surface below.
