29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:    (a)  Denver Roof Systems, 3995 Irving Street, Denver, CO:  The controlling employer in charge of the worksite had not ensured a competent person conducted frequent inspections to identify and correct hazards associated with commercial roofing work.  On or about March 31, 2012, employees working for a sub-contractor were permitted to work on 12/12 and 4/12 pitch roofs without an appropriate fall protection system.  Condition exposed employees to a fall hazard of approximately 20 feet.    Note: OSHA defines a "competent person" as someone capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.    Abatement Note:  Abatement certification is required for this item (See enclosed Abatement-Certification Letter).
