29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:    (a)  Diaz Broder Roofing, 3995 Irving Street, Denver, CO:  The exposing employer had not ensured a competent person conducted frequent inspections to identify and correct hazards associated with commercial roofing work.  On or about March 31, 2012, employees were permitted to work on a 12/12 and 4/12 pitch roof without an appropriate fall protection system.  Condition exposed employees to a fall hazard up to an estimated 20 feet.    Note: OSHA defines a "competent person" as someone capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.
