29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At the jobsite, on or about 5/23/12: Employees were accessing a roof surface, approximately 17 feet from gound, and using an adjustable "little giant" type of ladder which did not extend above the upper surface by at least 3 feet. Abatement certification must be submitted for this item.
