On or about June 20, 2012 at the Marks Quality Meats (Socios Holdings, Inc.) facility located at 6800 Dix Avenue in Detroit, Michigan, employees were required to inspect hazardous components of meat processing equipment, and the employer failed to ensure that each authorized employee affixed a personal lockout device.

29 CFR 1910.1200(e)(1) as required by 29 CFR 1960.8(b):  The employer failed to develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  On or about June 20, 2012, employees were exposed to hazardous chemicals including, but not limited to So-White Bleach and Disinfectant, Sani-T-10 Plus, Zepamine A, and Spartan Chlorinated Degreaser during inspection activities, and a written hazard communication program had not been developed or implemented.  Exposure could result in severe burns and damage to the eyes, skin, and mucous membranes.  The Food Safety and Inspection Service was previously cited for a violation of this standard or its equivalent standard 29 CFR 1910.1200(e)(1) on July 11, 2008, which was contained in OSHA inspection # 301556445, Notice Number 01, Item 01, was a Final Order on August 4, 2008.  The violation was abated through the implementation of a hazard communication program.
