29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets:    (a) Construction Site: On or about June 25, 2012, and at times prior thereto, employees were exposed to head injuries while setting trusses overhead without hard hats.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards:     (a) Construction Site: On or about June 25, 2012, and at times prior thereto, employees were exposed to fall hazards while accessing upper levels with stairways that were not equipped with stairrail systems. Employees were not provided with adequate training to recognize and prevent such hazards.

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever was less, were not equipped with one stairrail system along each unprotected side or edge:    (a) Construction Site: On or about June 25, 2012, and at times prior thereto, employees were exposed to fall hazards of approximately 10 feet while using open-sided stairways on the east end that were not protected with stairrail systems.       (b) Construction Site: On or about June 25, 2012, and at times prior thereto, employees were exposed to fall hazards of approximately 10 feet while using open-sided stairways on the west end that were not protected with stairrail systems.       PREMIER FRAMING WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 311218275 CITATION NUMBER 01, ITEM 01 AND WAS AFFIRMED AS A FINAL ORDER ON AUGUST 3, 2009, WITH RESPECT TO A WORKPLACE LOCATED AT 1722 FRONT STREET, BILLINGS, MT 59102.
