29 CFR 1926.501(b)(11):     Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:    a) Employee installing new felt roofing paper on a 7 in 12 pitch roof section were not provided conventional or personal fall protection and employees were at the roof edge exposed to a 12 feet and greater fall hazards to the lower ground level.
