29 CFR 1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms. Guardrail systems were not installed before the scaffold was released for use by employees other than erection/dismantling crews.    a)    South & west side of scaffolds; employees performed stucco work from scaffold platforms that had an incomplete            guard rail system where midrails were missing, exposing employees to fall hazards at approximately 20 feet.      b)    South & west side of scaffolds; employees performed stucco work from scaffold platforms that had an incomplete          guard rail system where end rails were missing, exposing employees to fall hazards at approximately 20 feet.
