29 CFR 1926.451(b)(1):     Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports:    At a commercial building under construction, employees were installing exterior foam insulation system (EFIS) sheets using a tubular, supported, frame scaffold which was not fully decked.  Employees were exposed to a fall hazard to the ground.
