Maintenance Corp./Edison NJ Site - 40 Executive Ave., Edison, NJ 08817: CSHO observed employees(s) on a roof edge with a height of approx. 40' without any type of  fall protection system.     Condition observed on/or about 7/27/12.

29 CFR 1926.1053(b)(1):     Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:    a/P.J. Maintenance Corp./Edison NJ Site - 40 Executive Ave., Edison, NJ 08817: Ladder used to access a roof did not extent at least 3 ft. above the landing which was located approx. 40 ft. from the ground.     Condition observed on/or about 7/27/12.
