29 CFR 1926.501(b)(13):     Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems.    a) Jobsite: 139 Ellsworth St, Philadelphia, PA. - On or about 7/18/12, no fall protection equipment was used to protect the employees working on the residential construction building from falling off the open sides and edges of the second level. The employees were conducting framing operations approximately 10 feet above ground level.
