The employer does not fully plank each platform on all working levels of scaffold. This violation was observed at the construction site on August 01, 2012 where employee was exposed to an 11 foot 3 inch fall hazard while working from a scaffold that was not fully planked.

29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access. The employer does not provide scaffolds with a proper access. This violation was observed at the construction site on August 01, 2012 where employees were exposed to an 11 foot 3 inch fall hazard while working from a scaffold that did not have proper access.
