29 CFR 1926.501(b)(1):     Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.      Back porch, 1249 Main Street, Fitchburg, Massachusetts; The on site foreman was removing the old railings and installing new railings on the second floor of the back porch with an unprotected edge approximately 10 feet from the next lower level without using fall protection.

29 CFR 1926.1052(c)(3)(ii):     The height of stairrails installed before March 15, 1991 was less than 30 inches (76 cm) or more than 34 inches (86 cm) from the upper surface of the stairrail system to the surface of the tread, in line with the face of the riser at the forward edge of the tread:    Back porch, 1249 Main Street, Fitchburg, Massachusetts: The handrails on the stairs employees used to access the second floor were approximately 15 inches high from the forward edge of the stair tread.
