29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):    a) There was no frequent and regular inspection program being maintained in use by a competent person to ensure the jobsite, materials and equipment such as fall protection systems or devices were being maintained and utilized in a safe condition for roofing work associated activities adjacent to unprotected sides or edges of commercial / restaurant low sloped roofs.

29 CFR 1926.501(b)(10):  Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels and 50-feet (15.25 m) wide or less, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or combination of warning line system and guardrail system, warning line system and safety net system or warning line system and personal fall arrest system , warning line system and safety monitoring system or safety monitoring system for roofs 50-feet wide or less.    a) Located on the low-sloped roof deck of the restaurant entry way structure less than 50 feet in width an employee was observed performing roofing work activities adjacent to an unprotected sides or edges without conventional fall protection and/or safety monitoring system being utilized and was exposed to a fall potential in excess of 12'.
