Where chemical products were used such as, but not limited to, propane, welding and cutting compressed gases and welding rods/wire, oils, and where exposure to other chemicals occurred or could occur such as to carbon monoxide exhaust gas and chemicals when working in the field, a chemical hazard communication program had not been developed and implemented, including a comprehensive list of chemicals that employees could be exposed to, with this list reflecting the material safety data sheets (msds's) organized in a binder or some other manner so that they could be readily retrieved, how labeling is accomplished, how training is provided, and that addressed non-routine tasks.  (Note: training is required on physical and health hazards, including hazards listed on the material safety data sheets, such as fire hazards and precautions, such as not cutting on drums containing materials such as oils that could result in a fire or explosion, as well as training on how to access and obtain information on msds's.)
