29 CFR 1926.451(b)(5)(i):     The end of a platform 10 feet or less in length extended over its support more than 12 inches, and was not designed and installed so that the cantilevered portion of the platform was able to support employees and/or materials without tipping, or had guardrails which blocked employee access to the cantilivered end.    a) Jobsite: 1611 Frankford Ave, Philadelphia, PA. - On or about 8/28/12, the cantilevered portion of the platforms on the supported tubular welded frame scaffold extended more than 12 inches over their support which exposed the employees to tip over hazards. Employees were performing stucco operations from the 3rd and 2nd working platforms, approximately 20 feet and 13 feet above ground level.
