29 CFR 1926.451(g)(1):     Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section:     On or about September 4, 2012 and times prior thereto at the job site located at 3400 S. Bowman Road in Little Rock, Arkansas, employees were exposed to fall heights greater than 10 feet while working from a pump jack scaffold. The scaffold erected on the exterior of a building had only its work bench functioning as a guard rail system. There was no mid-rail, end guards or fall arrest system in use on the erected scaffold.
