29 CFR 1926.501(b)(13):     Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph (b)  Note:  If using these systems was infeasible or created a greater hazard, the employer should develop and implement a fall protection plan meeting the requirements of paragraph (k) of 1926.502.    a)House at 325 South Orange, Newark, NJ:Employees observed working from an open porch area approximately 15 feet from the ground below without any type of fall protection.         Violation observed on or about 9/15/12.

29 CFR 1926.1053(b)(1):     Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a)House at 325 South Orange, Newark, NJ:Employees were exposed to falls of approximately 15 feet to the ground below as the ladder rails did not extend above the roof by 3 feet.         Violation observed on or about 9-15-12
