29 CFR 1926.1052(c)(1):   Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge:    Jobsite; The foreman did not ensure that there was guard / hand rails on the exterior stairway systems that employees were using to get to the higher levels and exposed to falls of up to 57 feet 3 inches.

29 CFR 1926.1052(c)(12):   Unprotected sides and edges of stairway landings were not provided with guardrail systems that meet the criteria contained in Subpart M of 29 CFR 1926:     Jobsite  The 32 landings of the 4 exterior stairwells that the employees were using to walk up to the higher levels did not have guard rails that meet the requirements of 42 inches + or  3 inches.    Note:  Guarding of landings for stairways and ladders are being maintained under Subpart M.
