29 CFR 1926.501(b)(13):     Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:     a. Townhouses Being Constructed / 2 Units: An employee was exposed to a fall of approximately 26 feet to the ground while walking and working from the rear top exterior plate during the installation of the twenty two 36 feet long wood trusses as determined on 10-12-12.    b. Townhouses Being Constructed Unit 2: Two employees were working and standing between the trusses and within 2 to 3 feet of the top plate.  Employees were exposed to falls of 8 feet to the interior and 26 feet to the exterior of the townhome while installing fire board between units 2 and 3 and were not protected from falls, as observed on 10-12-12.     ABATEMENT DOCUMENTATION REQUIRED FOR THIS ITEM

29 CFR 1926.21(b)(2):     The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury:    a.Townhouses Being Constructed: The employer did not instruct the employees in the recognition and avoidance of unsafe conditions in that employees were not instructed in the BCSI guide lines for temporary top lateral and diagonal bracing for the 36 feet long wood trusses ithat were nstalled.  The employer installed one lateral bracing on each side of the 22 feet 6 inch long top chord in lieu of lateral bracing being installed on 8 foot centers on each side of the trusses and there was no top chord diagonally bracing as determined on 10-12-12.    ABATEMENT CERTIFICATION REQUIRED FOR THIS ITEM
