Whenever flammable liquids or liquids with a flashpoint greater than 199.4 F (93 C) are transferred from one container to another, both containers shall be effectively bonded and grounded to prevent discharge sparks of static electricity.    On or about 10/16/12 employees were transferring lacquer thinner (flammable) from a 55 gallon drum using a metal nozzle inside of the paint shop. The drum and container used was not grounding to avoid static electricity. The employees were exposed to an explosion hazard from the discharge sparks.    In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
