At a jobsite in Sycamore, Illinois employees conducting commercial roofing operations approximately 30 feet above grade were not utilizing any method of fall protection. 29 CFR 1926.1053(b)(1):     Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladders length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigied support that will not deflect, and/or a grasping device was not provided to assist emmployees in mounting and dismounting the ladder.    At a jobsite in Sycamore, Illinois employees utilizing an extension ladder to gain access to a flat commercial roof did not extend the ladder a minimum of 3 feet above the landing surface.    Abatement certification is required of this item in accordaqnce with the requirements of 29 CFR 1903.19(c)
