29 CFR 1926.20(b)(2):     The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.      On or about October 26, 2012 the employer did not have a competent person onsite to recognize but not limited to the hazards of working with equipment in the traveled way.    Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
