29 CFR 1926.100(a):     Employees were not protected by protective helmets while working in areas where there was a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns.    On or about 2 November 2012, and at times prior thereto, an employee was performing housekeeping work at the ground level of a residential home under construction without head protection while five other employees were performing roofing activities above and materials were stacked near the roof edge, exposing the employee to the hazard of being struck by falling tools, materials, or debris from approximately 9 to 10 feet above.    Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure hard hats are worn at the job site for those employees working at the ground level below work being done above.
