OSH ACT of 1970 Section (5)(a)(1):     The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees performing construction related activities were walking/working in an active traffic lane exposing them to being struck by approaching/passing vehicular traffic:     a) Bridge 1, east side of roadway, north end of bridge: On or about November 5, 2012 and at times prior thereto, employees involved with concrete work associated with an approach apron to a new bridge were walking/working in and/or immediately adjacent to an active traffic lane. The opposing active north/south lanes where shifted over and reduced in width. A means of temporary traffic control via a 'flagger' to stop approaching traffic was not provided.       Note 1: Abatement certification and documentation ARE required for this item.
