29 CFR 1926.501(b)(11):   Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:    On December 5, 2012, at the worksite, employee(s) were exposed to a fall of up to approximately 24 feet to the ground below, while they worked installing metal panels on the 6-in-12 pitch roof with harnesses donned, but not attached to any anchor point to provide protection from a fall.
