29 CFR 1903.19(c)(1): The employer did not certify to OSHA, within 10 calendar days after the abatement date, that the cited violation had been abated:  Janny Construction, Inc. did not provide certification on each of the cited items:  (a)  The employer failed to conduct inspections of the worksite to ensure that employees were not exposed to hazards.  This created a condition in which employees were exposed to fall hazards.  (b)  The employer failed to ensure that each employee conducting roofing work were protected from falling to the lower level by the use of a fall protection system.  This exposed employees to a fall hazard of approximately 12.7 feet.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    (a)  The employer failed to ensure that each employee conducting roofing work were protected from falling to the lower level by the use of a fall protection system.  This exposed employees to a fall hazard of approximately 12.7 feet.
