29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards: Note:  Toeboards are only required when persons can pass, there is moving equipment or there is equipment with which falling materials could create a hazard.     a)  Roofing department platform - On or about and at times prior to December 14, 2012, employees were allowed to work on the adjustable platform at heights greater than 4-feet without fall protection such as, but not limit to, personnel fall arrest systems, restraint systems or a standard guardrail system, thus exposing employees to fall hazards up to about 10 feet.       ABATEMENT CERTIFICATION AND DOCUMENTION IS REQUIRED.
